Regional and municipal income tax: Milan, Rome and Naples

Italy’s regional and municipal IRPEF surtaxes depend on where you are fiscally resident under the applicable rules. Rates, brackets and exemptions vary. The same RAL can therefore produce different annual take-home pay between municipalities.

A comparison at €30,000 RAL

For the ordinary full-year profile with 9.19% IVS, taxable income is €27,243. The model gives annual regional plus municipal tax of €595.88 in Milan, €716.49 in Rome and €894.32 in Naples. The municipal components in these examples use available 2025 rules as estimates.

The Milan–Rome difference is €120.61 a year, or about €9.28 averaged across 13 payments. These are annual liabilities under the stated assumptions; payroll collection dates and instalments can differ.

Exemptions can create cliffs

An exemption threshold may eliminate the municipal tax while income stays within the threshold. Crossing it can make the whole taxable base subject to tax, rather than only the small excess.

Check whether the rule uses taxable income or total income and whether the exemption is category-specific. The receipt identifies its basis and flags provisions that require review. Local surtaxes are not due when net IRPEF is zero under the applicable statutory test.

Publication status matters

If a usable 2026 rate is missing, the calculator uses available previous-year rules as an explicit estimate. If both are missing, the municipal tax is excluded with a warning. An officially inapplicable publication is not treated as current law.
